The bello tower (like much of the cathedral) was constructed during the Victorian age. Hence the lovely steel bars.

If you go back and look at the pictures of the towers in an earlier shot, you'll see that they were kind of textured. The texture is provided by a bunch of copies of this large flourishy thing.

The date on the spire says "1875." The church went unfinnished for hundreds of years and then in the 19th century, the medieval plans were re-discovered, so it was completed according to the original plans.
